Joy Grimmer was appointed Director of the Department of Administration in July 2024. Prior to being appointed Director, Joy served as the Deputy Director of the Division for 3 months. She served for over four years as Administrative Services Officer IV for the Department of Taxation and acted as the Department's Chief Financial Officer. Joy started her career with the Nevada System of Higher Education in 2009 and transferred to the State of Nevada in 2010. She began working in fiscal management for the state in 2010 and has encountered many unique financial/budget situations as a result. Joy has participated as Fiscal Staff for five Departments which has allowed her to learn different funding sources, complete budget build and implementation, Accounts Payable, Payroll, distribution of funds to other government entities, document management retention, contract and lease functions, and facility management. Joy is a native Nevadan raised in rural Nevada and attended the University of Nevada, Las Vegas, Lee Business School where she obtained a Bachelor of Science in Business with an emphasis in Management. She also has two associate degrees from College of Southern Nevada and is a Certified Public Manager.

Appointed Deputy Director of Administration in July 2025, Mandy Hagler brings over three decades of experience in public service and workers’ compensation leadership. Mandy began her career with the State Industrial Insurance System (SIIS), where she served for over 11 years in a variety of roles including File Clerk, Claims Assistant, Front Desk Supervisor, and Lost Time Claims Examiner. Her early work laid the foundation for a deep understanding of all aspects of workers’ compensation. She later joined Sierra Nevada Administrators during the launch of Nevada’s transition to a private workers’ compensation model, helping shape one of the most successful state government programs in the country. In 2008, Mandy returned to state service with the Department of Administration’s Risk Management Division. Over the years, she held multiple administrative and leadership roles, culminating in her appointment as Risk Manager. In that role, she oversaw a multi-million-dollar budget, led insurance procurement efforts, and managed programs focused on protecting state employees and assets. Mandy is a graduate of the Nevada Certified Public Manager program (Class 15) and a Certified Contract Manager. She was appointed by two Governors to serve on the Employee Management Committee, where she served for eight years with four of those as Committee Chair.

Bachera Washington was appointed Administrator of the Division of Human Resource Management of the Department of Administration in January 2024. Bachera is an HR Certified Professional with over twenty-five years of diverse functional management experience, excellent networking skills and a solid working knowledge of employment law, investigations, recruitment, change management, project management, benefits, EEO, employee relations, safety & training, worker’s compensation, mediation & problem-solving techniques, and policy administration. With a tenured career in government human resources, Bachera possesses strong leadership and organizational skills, customer service, extensive public speaking experience, excellent communication, and decision-making skills. As Administrator, Bachera will oversee the operations, strategic direction and oversight of the Labor Relations Unit, Office of Employee Development, EEO & Discrimination Investigation Unit, Consultation and Accountability Unit, Compensation, Classification & Recruitment, Central Records, Central Payroll, Agency HR Services and Americans with Disabilities Act.

James Gast was appointed Administrator of the Mail Services Division in September 2021. James has been in Nevada state service for more than ten years, including serving as the interim manager of Mail Services during the unprecedented challenges of staffing shortages and massive workload increases brought on by the early days of the COVID-19 pandemic, and prior to Mail Services being a stand-alone division. James has also served in roles as Resolution Conference Coordinator and Supervisory Compliance Investigator in the Division of Human Resource Management, as well as other compliance, audit, and investigator roles within Nevada state government. James holds a Bachelor of Arts in criminal justice from the University of Nevada, Reno, and is a Certified Mediator and Certified EEO Investigator.

Wil Lewis was appointed Administrator of the State Public Works Division in January 2024. A registered architect with more than 35 years of experience, including six years managing his own firm. Throughout his career, Wil has worked on projects in a variety of areas including municipal, educational, financial, hospitality, aviation, and retail.The diversity in experience affords the range and depth of expertise that benefits all projects; being involved in every phase of a project from design charrette to construction administration. As Administrator, Wil leads the operations, strategic direction and oversight of the Professional Services Section, Compliance and Code Enforcement Section, Marlette Lake Water System, Leasing Services Division, Buildings and Grounds Division, Capitol Complex Master Plan, and Las Vegas Master Plan.

William Taylor was appointed Administrator of the Purchasing Division in April 2025. In the role of Administrator, he presently oversees crucial administrative functions for the division. William is responsible for a wide range of duties related to the procurement of goods and services on behalf of state agencies and local governments. He plays a critical role in ensuring the efficient and cost-effective procurement of necessary resources for Nevada's state agencies, while upholding legal and ethical standards in all purchasing activities.  Prior to this role, William served as a Purchasing Office 3 at the State of Nevada's Office of Project Management (GFO-OPM) from October 2023 to April 2025. There, he was responsible for contract management for CORE.NV, a critical project aimed at modernizing the state's financial and administrative systems. Before joining the state government, William had a distinguished career at North Sails Nevada in Minden, NV, where he served as the Procurement & Materials Manager from December 1996 to September 2023. In this role, he managed all aspects of purchasing, inventory management, and logistics. With a strong foundation in procurement and materials management, William brings a wealth of experience and expertise to the Purchasing Division.

Robbie joined the Department of Administration after eight years with the Department of Public Safety, six of which were as a Nevada Highway Patrol Trooper. Prior to coming to the state, Robbie was President and General Manager of Michael’s Cycle Works in Carson City for more than 20 years. As the Administrator of Fleet Services, Robbie is responsible for leading the division to meet its mission to provide safe, efficient, environmentally friendly, and cost-effective transportation solutions for the state.

Annette Teixeira was appointed administrator of Risk Management in August of 2025. Annette brings more than 30 years of experience in insurance and risk management across both the public and private sectors. She began her state career in 1980 before moving to the private sector, where she owned and operated one of Carson City’s largest insurance agencies. In 2013, she returned to public service, bringing her extensive industry knowledge back to the State. Since 2021, Annette had served as Deputy Risk Manager for the Division, overseeing workers’ compensation, insurance procurement, liability claims, workplace safety, and a multi-million-dollar budget. Her combined experience in State government, private insurance, and leadership within the Division uniquely positions her to advance Nevada’s risk management programs in her new role as Administrator.

Holly Luna was appointed Administrator of the Administrative Services Division in September 2025. She is a strategic, service-driven leader with extensive cross-sector experience, combining a strong foundation in private-sector finance with senior leadership roles across multiple Nevada public agencies. She brings a proven record of managing complex fiscal operations, leading cross-functional teams, and overseeing the implementation of multimillion-dollar programs. Her expertise includes fiscal management and oversight, regulatory compliance, enterprise resource planning (ERP) implementation, and contract negotiation. Originally from northwest Montana, Holly earned a Bachelor of Science in Business from the University of Montana, with dual majors in Accounting and Finance and a minor in Economics. She also holds a Master of Business Administration from San José State University. As Administrator, Holly oversees key administrative and financial functions including internal service rate setting, financial reporting, budgeting, accounts payable, accounts receivable and revenue collection, timesheet and payroll administration, contract facilitation, purchase order processing, and management analysis for a broad range of departments, boards, and commissions.

Denise McKay was appointed Senior Appeals Officer in August 2025. She brings nearly two decades of legal and judicial experience to the role, including service as an Appeals Officer with the Nevada Department of Administration and as an Administrative Law Judge with the Department of Business & Industry. Earlier in her career, Ms. McKay served as a Senior Deputy Attorney General and Deputy Attorney General in the Nevada Office of the Attorney General, handling complex civil litigation and supervising legal teams, and as a law clerk to Justice James Hardesty at the Supreme Court of Nevada. She earned her Juris Doctor, cum laude, from the William S. Boyd School of Law at UNLV, where she attended on a full scholarship, and her Bachelor of Arts in Political Science, cum laude, from UNLV.

Mike Strom was appointed Administrator of the Nevada State Library, Archives and Public Records Division (NSLAPR) of the Department of Administration in May 2021. Mike most recently served as Virginia State Archivist, Director of Government Records Services, for the Library of Virginia. He has also held various archivist positions in the states of Wyoming, Texas, and Connecticut, including as the Wyoming State Archivist. As Administrator, Mike leads the operations and strategic direction of NSLAPR, which provides comprehensive government information services through library, archives, and records management programs. Mike holds a Master of Library and Information Science degree from the University of Texas, Austin. Originally hailing from the western United States, Mike also earned a Master of Arts in history from Central Washington University and a Bachelor of Arts in history from the University of Oregon.

Rob Boehmer currently serves as the appointed Executive Officer of the Nevada Public Employees’ Deferred Compensation Program (NDC). He serves the state of Nevada with more than 18 years of experience in the estate planning/retirement planning/employee benefits management business, primarily working in the health insurance industry and managing 457b deferred compensation and 403b tax-sheltered programs throughout multiple western states. He has worked with associations like Institutional Investors Association for Government Plan Sponsors, Nevada League of Cities, Nevada Association of Counties, and a multitude of firefighter and law enforcement associations, school districts, and teachers associations in assisting their members with benefits management and 457b deferred compensation/403b management and administration. Rob additionally serves as a Certified Senior Advisor through the Society of Senior Advisors (CSA), and a Certified Master Estate Planning Professional (CMEPP), assisting and advising those in the accumulation phase of their lives, as well as those entering or actively in the preservation stage of their life. He is also certified as a Certified Retirement Plan Administrator (CRPA). Rob is a Nevada native, and he holds a Bachelor of Science from the University of Southern California, as well as two associates degrees from local junior colleges.
